Building Abu Dhabi's First Community Infrastructure Ownership Network

Category-defining companies pick their jurisdiction the way they pick their first hire. Here is why the Alternative Infrastructure Ownership Network is being built in Abu Dhabi — and what the first year looks like.

By Anindya Chowdhury · Co-Founder & COO, ALTXRA

The decision, in one paragraph

ALTXRA is building the first community infrastructure ownership network from Abu Dhabi because the three things such a network needs — a digital-securities regulator with history, a native legal wrapper for token ecosystems, and concentrated institutional capital — exist together in one square mile of ADGM. The choice was analytical before it was geographic: we compared regimes (our working is public in ADGM vs DIFC) and Abu Dhabi won on regulatory fit, entity innovation and ecosystem.

What "first" means — and doesn't

Tokenization is not new in Abu Dhabi; applying it to community infrastructure is. On-chain RWAs passed $31B globally by mid-2026 (RWA.xyz), concentrated in Treasuries, credit and prime property — while schools, clinics, sports facilities and student housing sit at approximately 0% of tokenized value despite carrying exactly the contracted, long-duration income the format suits. ALTXRA's claim to "first" is category-specific: the first network purpose-built to make that community layer ownable, as defined in our category guide.

The three pillars of the Abu Dhabi choice

1 — A regulator with a decade of digital-asset practice. ADGM's FSRA published one of the world's first comprehensive crypto frameworks in 2018 and regulates digital securities inside its existing securities regime — a known pathway, not a pilot. 2 — The DLT Foundations regime. The 2023 world-first entity law gives ALTXRA's dual-token design an honest structure: regulated per-asset certificates on one side, the ALTX network token in its own legal home on the other (explained here). 3 — Hub71 and anchor capital. Abu Dhabi concentrates sovereign, institutional and family-office capital increasingly active in digital assets — the exact allocator overlap documented in our family-office analysis.

The first twelve months, publicly

The build-and-launch year runs in four quarters: entity and regulatory setup (ADGM/FSRA pathway, counsel opinions, Hub71 filing); platform v1 and the AI copilot build alongside Flagship No. 001 due diligence; the Flagship offering opening with verified onboarding; and the offering's close with first holders live. ALTXRA is applying to Hub71's Cohort 20 — application by 2 August 2026, programme beginning February 2027 — with a co-founder relocating to Abu Dhabi for it. Dates move with the regulatory process, and we publish that caveat deliberately: a compliance-first platform should be seen sequencing licence before launch.

Who is building it

ALTXRA's founding team combines twenty-plus years of private banking (Anshul Raj Garg, Co-Founder & CEO — Citibank India, Julius Baer, JM Financial Services), two decades of commercial operations across healthcare and distribution in the Gulf (Anindya Chowdhury, Co-Founder & COO — Ultra Energy Group, ZOMEDS), and growth engineering across US, UK and UAE markets (Anant Jain, Co-Founder & CMO). Banking, operations and growth — the three disciplines it takes to tokenize real infrastructure and put it in real hands.

Key takeaways

  • Abu Dhabi won on three pillars: FSRA's digital-securities regime (since 2018), the DLT Foundations law (2023), and Hub71's capital ecosystem.
  • "First" is category-specific: community infrastructure sits at ~0% of the $31B+ tokenized RWA market.
  • Year one: regulatory setup → platform v1 + Flagship diligence → offering opens → offering closes; Hub71 Cohort 20 application by 2 Aug 2026.
  • Compliance-first sequencing — licence before launch — is the point, not the delay.

Frequently asked questions

What is ALTXRA building in Abu Dhabi?

ALTXRA is building the Alternative Infrastructure Ownership Network — a regulated platform that converts community infrastructure (schools, sports facilities, clinics, student housing) into fractional, on-chain ownership. It is domiciling in Abu Dhabi Global Market (ADGM), with its first structured asset, Flagship No. 001, a $10M academy campus.

Why did ALTXRA choose ADGM over other jurisdictions?

Three reasons: the FSRA has operated a comprehensive digital-asset framework since 2018 and treats tokenized securities within its existing regime; ADGM's 2023 DLT Foundations Regulations suit ALTXRA's dual-token architecture; and Abu Dhabi's Hub71 ecosystem concentrates the capital and institutional relationships a category-creating platform needs.

What is Hub71 and how does ALTXRA relate to it?

Hub71 is Abu Dhabi's flagship technology ecosystem, backed by Mubadala, offering accepted startups incentives, capital access and a concentrated network. ALTXRA is applying to Hub71's Cohort 20 (application window to 2 August 2026, programme starting February 2027), with a co-founder relocating to Abu Dhabi.
